Matt has been the CEO since the launch of SCU in 2012.  Over the past 25 years, he has held various positions in the home- and community-based field in Pennsylvania including Service Coordinator, Administrative Entity Oversight, Program Director and CEO.  Matt serves on a number of state association boards and is an advocate for all persons to be fully included and accepted in the community.  He has received several awards and recognition for his work in PA’s home- and community-based field in his effort to make our community more inclusive.

Todd Proper

Chief Operating Officer

Todd has been the Chief Operating Officer (COO) of SCU since 2019.  He is responsible for leading, directing, and coordinating the overall business operations and processes, particularly within Quality, Compliance and Finance.  As the COO, he works with the leadership team to design and implement strategies, plans, and procedures to foster growth and efficiency at SCU.  Originally from Northwest Pennsylvania, Todd attended Gannon University where he received an undergraduate degree in Accounting and a Master's Degree of Business Administration.  He started working in this industry in 2001 at Community Resources for Independence holding multiple positions as the organization needs changed, then became the Executive Director of Service Coordination Resources due to regulation changes for 6 years before merging with SCU in 2019.  Todd believes in working hard and dedication to team will make positive results.  In his free time, Todd enjoys spending time with his kids and watching sports.

Erinne Roach

Human Resources Director

Erinne currently holds the position of Human Resources Director.  Her tenure with SCU began as a scheduling coordinator and she also assisted with fiscal functions.  Prior to joining Service Coordination Unlimited, Erinne held the position of scheduling coordinator and credentialing specialist at a Personal Assistance Services provider.  Erinne completed her Bachelor of Science Degree in Business with a dual major in Human Resources and Marketing from Seton Hill University, followed by a Master of Science Degree in Human Resource Management from La Roche University.  Her Professional in Human Resources certification from HRCI dates back to 2010.  Erinne's interest in the social services/non-profit sector motivated her to pursue a career in Human Resources, where she believes in providing excellent customer service to employees and candidates.  She believes in supporting their professional growth while also being a strategic partner for the company, helping to achieve business objectives.  In her free time, Erinne enjoys cycling, practicing yoga, and playing bass guitar.

Joy Harless

Joy is originally from Bradford, PA, moved to Texas in high school and graduated from Texas Tech University.  Since 2007, Joy held service coordinator positions at various agencies until they merged into Service Coordunation Unlimited.  Joy began with SCU as a Service Coordinator, was promoted to Program Manager and again into her current role as Director.  Joy truly enjoys leading new staff and enhancing the lives of the program participants through the UPMC waiver.

Kelly King

Regional Program Director – Southwest Pennsylvania, UPMC

Kelly is SCU’s Regional Program Director for UPMC in the Southwest PA region and a graduate of the University of Pittsburgh.  She leads a team four Program Managers and a Program Compliance Manager.  Kelly began her career with SCU in 2019 as a Service Coordinator.  Since then, she was promoted to Program Manager and then to her current Director role.  In addition to her management responsibilities, Kelly continues to carry a caseload and enjoys being able to positively impact participants and carry out the SCU mission.

Cait Barton

Program Director, ODP / OLTL

Cait is the Director of the Office of Developmental Programs (ODP) and Office of Long-Term Living (OLTL) Departments.  She began with SCU in 2017 as a Service Coordinator, was promoted to a Program Manager and then to Director.  Cait graduated from Temple University in 2015, Magna Cum Laude, with a degree in Social Work and has 13 years of experience in the field.  Cait's background includes supporting individuals with chronic illnesses, having worked for a cancer center and an AIDS task force, and working with those with physical and mental disabilities, having worked in a day program, as a job coach and, most recently, with SCU.  Cait intends to continue to grow the departments at SCU and to serve as many individuals in our community as possible.

Julie is a native of Pennsylvania and a graduate of the University of Pittsburgh.  She started with SCU in 2015 as a Service Coordinator and has progressed within the agency to Director.  Julie has taken her passion for providing quality work and implementing new ideas into her current role as the Compliance and Quality Director.
