Personal Assistance Services (PAS) enable older Pennsylvanians and Pennsylvanians with physical disabilities to live independently with dignity in their own homes and their communities instead of a nursing facility or hospital. Home-based care plays a critical role in keeping people safe and healthy in their homes. Approximately 125,000 Pennsylvanians depend on PAS every day and it is expected to grow.
Since 2005, rates paid to providers have increased by 28%, but the cost of delivering this service increased by 66% by July, 2024. This underfunding has caused a shortage of direct care professionals resulting in people with disabilities not receiving the services they depend on.
